ABSTRACT:

Before World War I, commentators writing concerning transportation accidents tended to blame the workmen and demand punishment when accidents. Once that point, the stress switched to mechanical failure, the recent ideal of the "perfectibility of man" having gone with the war. Today, we need to appear at both human and mechanical failure.
