As we tend to mentioned in the Guest Editorial of Part 1 of this Feature Topic, which was printed in March 2016, thanks to a high number of top quality submissions, we tend to divided the accepted papers into 2 parts. Whereas the articles in Half one focused on general topics like overview, spectrum policies, and economics, the articles of Part a pair of during this issue of the magazine focus on more technical problems and solutions.
